bug fix in documentation #126

For me until I set the quorum in master role, mesos-master was not starting.

My env is CentOS Linux release 7.1.1503 & chef

I only changed a line in mesos, have no idea why the build would fail !

If you have only one master, the quorum should be set to '1'.
