Note, a few other things exist which would be useful for getting the cookbook compatible with 0.21.0+ and the latest marathon site, so might be worth opening a new issue/PR for this overall task. Off the top of my head:

mesosphere offers mesos packages for Ubuntu 14.04 now, so you don't need to fall back to 13.10 in this case (there's considerations for that)
mesosphere's mesos packages now have a different filename format, so you can make it work by via version configuration of "0.21.0-1.0.ubuntu1404" instead of "0.21.0", but it's kind of hacky.
possibly others.
