Add infra details to the Data Synchronization and Analytics - Dashboards page #1633

Currently, the Dashboards(hosting/analytics/dashboards/) page contains high-level instructions about setting up Superset.

Developers need to know how to get data into a dashboard after setting up and running CHT Sync.

Ideally, this page should also contain details about setting up Superset with:

Postgres running in the Kubernetes cluster
Postgres running outside the Kubernetes cluster
Docker setup

Continuation of #1596.

Likely it would be good to say that we're agnostic of the dashboard used, but focus on Superset as that's what we use internally. Worth mentioning that Klipfolio or what ever else could be used if so desired.

Should we also offer Docker instructions?
