resolve reference to create code filter #99

@paulolaup change this resolving to only resolve based on mii references. mii references can be identified by starting with: https://www.medizininformatik-initiative.de/fhir

For this @julsas will have to adjust the modul "Medikation" - specifically the profiles MedicationAdministration and MedicationStatement first

@julsas , @paulolaup i have decided we will resolve by first MII reference for now - i will also create an issue so we can discuss this again
