Seems a bit much for Handbook edits. The handbook does not set policy per se, it describes and documents it. I would be fine with alerting IIS via listserv whenever a significant change is made that might impact how we work (on an issue that hasn't already been vetted elsewhere). Anyone can then comment, recommend wording change, or complain to us or Alistair if they do not like something but otherwise, passive consent is adequate. A vote requires that folks have time to review and a system of voting. I think policy changes from the other committees may occasionally require a vote but once those are agreed to, we can just put the results into the handbook.
We need to establish an adoption process for the handbook. I propose the following:
