Publish 0.0.14 to Open VSX #88

osvx is broken and won't let me publish to Open VSX. For now, anyone using VSCodium can download the vsix from here, until I figure out how to work around it.

I think Open VSX has been fixed, but it still wouldn't let me publish 14, so I've just created version 15 which is identical and published that.
