Shift+PgUp, are you kidding me?

Note: I really appreciate the effort that open source developers put into free 
software, so while this issue was frustrating and needs to be fixed, please 
don't take the frustration personally!  Thanks!

What steps will reproduce the problem?

1. Try to select a bunch of text in any text editor by pressing Shift+PgUp

2. Up pops a File Open dialog box!! WTF? There isn't even any file type filter, 
so I had no clue what program launched this dialog.  Fortunately, I am a 
developer, so I was able to figure out the process that launched that dialog.

What is the expected output? What do you see instead?

Please change the default hot key for File Upload to something more sensible 
for a GLOBAL hot key.  Personally, I just snap rectangles for creating 
documentation locally (or submitting issues to an intranet issue tracking 
system), so I have little use for the file upload functionality, but even if I 
wanted this functionality, I would never want Shift+PgUp hijacked.  

Please also change the Ctrl+PgUp hot key to something else, because that is 
also normally used by many applications to change tabs (e.g. Chrome) or to 
change the page in a paged document (e.g. MS Word).

What version of the product are you using? On what operating system?

8.1.2 r588

Maybe i should not assign default hotkey for them because i can't find any non 
used key combination in apps.

We will only assign:

PrintScreen for Fullscreen;
Ctrl+PrintScreen for Crop; and
Alt+PrintScreen for Active Window
