Allow setting storage class for prometheus and etcd-events

We allow settings the etcd-main storage class explicitly now, other components can be altered by changing the default storage class of the shoot, which should be sufficient (at least for what we would like to achieve): https://github.com/metal-stack/gardener-extension-provider-metal/pull/398
