how does the cacher-server cllocate metrics and tags,and how to achieve full regex.thank you !

Full regex support is available out of the box as long as it is running and enabled.

It just dumps all of the tsdb metrics into memory every 5 mins or so using the suggest endpoint. Would gladly like to hear if there are better solutions out there? :)

This is really a poor mans solution.
