Caches OpenTSDB metadata so full regex searches could be supported.

Currently the following data is collected:

* Metrics
* Tag keys
* Tag values

Usage

metrilyx-cacher -url http://my.opentsdb.inst/api/suggest

By default the startup script looks for the metrilyx.conf
