Migration to TailwinCSS #1353

Flower is very useful to monitor the resources of Celery clusters. Many of the users expect an improvement in the visualization of the administration panel. I propose a migration from Bootstrap 5 to TailwindCSS. Allowing more customization of the system.

@mher I can work on a fork that uses TailwindCSS and then have it in a branch of this project.
