Unable to download anything and corrupted zip files #415

What steps will reproduce the problem?
1. I choose the option to download anything form PS, 
2. Web browser is behaving like waiting for response, but nothing is happening. 
In the meantime ProjectSend is becoming unavaliable (eg. from another browser). 
Sometimes I receive http 503 error
3. When I use the option to download zip, system is preparing the ZIP file, the 
file has appriopriate size, but when I attmept to open it, I receive error, 
that the file is not in valid format. 
4. In about 2 minutes Project Send is becoming avaliable, but the file is not 
downloading.
5. Similar "frozing" of the system is when I change the configuration of the 
system. 

What is the expected output? What do you see instead?
I should receive the file, but nothing happens. 

What version of the product are you using? On what operating system?
version r514, FreeBSD 9.1

Please provide any additional information below.
I have included the ZIP file generated by system, and the phpinfo data.
