Debian packaging #2

There are three components to this task:

1: build a debian package. 2: get the tollgatebuilder to use the debian package to make a fully operational environment.

I'm happy to accept this ticket also - My work on the fedora packaging, can easily translate back to this.

Additionally, we can setup both packages into repositories. We need to consider "stable upgrade" paths / tools.

Following discussions with @Firstyear IRL after his troubles with Issue #3 (Fedora packaging), this has been moved ahead to 3.0.1
