Bump MicroProfile-Config to 2.0 for MP 4.0 #194

MP 4.0 will be using MP-Config 2.0. As this spec depends on it we should upgrade it to 2.0.

@Emily-Jiang do you know if and when there will be MP-Config 2.0 RC?
