[port LTS]: Use new agent pools in eastus2 #23181

Description

Ports https://github.com/microsoft/FluidFramework/pull/23072 to the LTS branch, so its scheduled pipeline runs use the agent pools in the new region.

The test failure for @fluid-example/view-framework-sampler is also happening when running the pipeline without the changes in this PR. Looking into that separately.
