Update samples including SceneUnderstand extension preview2 #74

  1. update sample and helpers to match MSFT_scene_understanding_preview2 extension
  2. update headers to openxr SDK version 1.0.13
  3. Added new preview extension for composition layer reprojection configuration.
  4. update sample license to MIT.
