Microsoft PowerToys version

0.45.0

Running as admin

Area(s) with issue?

FancyZones

Steps to reproduce

Edit Screen layout, reboot.

✔️ Expected Behavior

Layout will stay like at version 0.43.0

❌ Actual Behavior

Layout is reset to default.

Other Software

Autodesk, Solid Edge, SolidWorks, Creo, Aveva, Office, Visual Studio and a brunch of other. But same software at 0.43.0 has not this effect.
