Option to Force file type encoder in Image Resizer settings #36082

Description of the new feature / enhancement

Rather than just having a fallback option for the encoder, it would be great if you could create presets that forced the output to a specific file type (e.g. png or Jpg) This would enable conversion to different image types.

Scenario when this would be used?

I've an iPhone but am generally a Windows user. Images from my phone are in HEIC and I'd like a quick way to batch convert to png or jpg. I already use Image Resizer to make the images smaller for sharing online but the files are still in HEIC format, which many websites don't accept for upload. So having the option to not just resize but also force the output file type would be great
