Modernizing Look / Feel across all PowerToys #891

PowerToys should do its best to look like a system level integration. This is the epic tracking item for modernizing all PTs under a same look / feel.

Yesterday, Michael West shared how PowerRename could look like if it gets a Fluent Design makeover.

So I tried to give FancyZones' layout panel a Fluent Design makeover. What do you think? ELNUIaHXsAAuEyu

I am in favour of Powertoys coming across as system level UI, so should follow the XAML shell design practices, styles, etc.

6715 can be added to the first point. All others (of the first point) are already closed.

1032 is for FZ Editor.

Should this be for a v2 of the editor?
