install-latest-wsl.ps1 script does not detect arm64 correctly on Surface Pro 11 tablets

Repro Steps

Run the install-latest-wsl.ps1 script on Surface Pro 11 device and observe "Failed to determine system type" message.

This is due to comparing system type to lowercase arm64 while Surface Pro 11 report capital case.

I fixed it for me by changing "arm64" on line 13 to upper case.

Here is the relevant system info for testing, reproduction etc.:

System Type:                   ARM64-based PC

Expected Behavior

Detect the Surface Pro 11 device as Arm and install WSL.

Actual Behavior

observed "Failed to determine system type" message.

you do not need logs to fix the script. Those logs are from failing to set up WSL using wsl --install
