Sample Updates for 2310 release

This PR contains the following changes

• Updated advanced samples with new XAML layout that is easier to understand
• Fixed bug where scroll viewer would scroll to top and put focus on first tab element whenever you clicked on a non focusable element
• Added HotkeyWatcher API use to sample
• Added WindowBounds API use to sample
• Added Notification setting changed API use to sample
• Bring all updates for 2310 to the C# sample as well
• Misc bug fixes
