[CoE Starter Kit - Feature]: Add new field to DCC for mitigation summary

Is your feature request related to a problem? Please describe.

Our Makers are using the Developer Compliance Center and filling out their support details but they are reluctant to supply mitigation plans because it requires creating and attaching a document.

Describe the solution you'd like

Makers mitigation plans usually consists of a small amount of text, so it would be very helpful to have an additional field named "Maker Requirement - Mitigation Plan Summary" that is a text field. Users would be more likely to populate this than they would create an attachment.

Describe alternatives you've considered

Telling Makers to put mitigation details into one of the other text fields, but this requires communication that they will pay attention to and remember.

Hello, thank you for suggesting. We can put on our backlog but are unlikely to fund this soon due to competing priorities.
