Remove pydevd workflow since we build these as part of CI now #1718

Fixes https://github.com/microsoft/debugpy/issues/1716

Once https://devdiv.visualstudio.com/DevDiv/_git/debugpy/pullrequest/589477 gets merged in, we can merge this PR in, since there's no need to do this anymore.
