Bump @fluentui/react-theme-sass to stable #31712

@fluentui/react-theme-sass is currently released as alpha. Now, as we have a partner which validated the package, we should bump it to stable.

Before the bump, consider upgrading @import to @forward to align with the new Sass syntax.
