update tf to 2.7.0 #38

@TomAugspurger I'd be happy to sign the CLA if you're going to consider this PR. This is only an incremental update to bring tf to 2.7.0 (from 2.4.1). We should up it to 2.8.1 and include jaxlib===cuda* soon too.

Thanks. I was having trouble getting the solver to finish locally last time I tried to update this. I'll pull your branch down and will give it a shot later.

Could you allow the build workflow to run? I enabled it in fb357b4

As I said, I am happy to sign the CLA if you're going to actually consider the PR, so there is no need for you to try anything locally...
