RFE : Add licence information on each clipart page (if possible) #7

I am not sure if this is possible or if I missed it but it would be useful to see clear licensing information on each clipart image page.

I see at the bottom :

Clip arts Source Public domain 2005 Various creators

But I am suggesting adding the licence above the section/line separator, if that makes sense.

Looking closely at this example, I would suggest adding this sentence instead of having the "Clip arts" column :

This clip art is part of [a larger collection by various creators](/about), available under the Creative Commons Public Domain Dedication license ([source](https://packages.debian.org/source/buster/openclipart)).

I'd suggest pointing to the stable Debian package version as older versions may become unavailable as LTS support lapses (not sure about this, probably nitpicking).

Il y a effectivement un changement entre les versions Debian 8-9 (Jessie/Stretch, version 1:0.18+dfsg-14) et les suivantes (1:0.18+dfsg-15) mais la licence est identique:

Je devrais ajouter un lien (dans le _footer) directement à cette page.

As for adding the same license to each SVG page, I rather not, but I will revisit if I add other sources with different licences. Ideally, it would all be "public domain" (includinding CC0).

@MagicFab What was "a larger collection by various creators" supposed to link to? Probably not github.com.

Supposed to link to http://oca.waglo.com/about (relative link didn't work here).

@MagicFab could you edit https://github.com/millette/oca/issues/7#issuecomment-551910113 and wrap the paragraph I should quote in 3 backquotes (```)? Thanks.
