Which products are relevant to this feature request?
Primarily Google Earth, but just as well could be Google Map

What should this feature enhancement do?
This feature enhancement would allow the user to overlay a windows 
metafile image the same as a JPG, a PNG or a TIFF file.  The benefit is 
that from AutoCAD Map3D you can save/export to a WMF, EMF or DXF file.  
The benefit of using a vector image overlay as opposed to a raster image 
overlay is that you have more options for displaying text in a rotated 
format with different fonts and is not selectable like a pushpin.

I originally thought of this because of the inadequacies in labelling 
objects or features using KML.  It would be nice if you could provide text 
labels (kind of like street names in Google Earth) but you could control 
Font, Color, Size, Altitude Placement, ROTATION ANGLE, and whether or not 
the size adjusts with the current Zoom factor/elevation.

Are there any currently known workarounds that produce the same, or 
similar, result?

I have attached an example KML that shows the tasks I'm trying to 
achieve.  The only annoying part is creating the layer "As-Built Text 
Image".  That is the look I am trying to achieve.  However to accomplish 
it I had to export several window images from MapInfo and then merge the 
images for precise overlap and finally edit the merged image inside of 
Photoshop by retyping all of the fricking text at the appropriate angle.

If I could have just exported a WMF, a EMF or a DXF from AutoCAD Map 3D in 
the WGS-84 coordinate system; I could then just add the overlay into 
Google Earth if that were an available feature.  Perhaps make this a 
feature of the Google Earth Pro and Enterprise versions to pursuade people 
to purchase those products.
