Defect: Partially completed torrents remain in 'Download' category even after completing. #169

What steps will reproduce the problem?
1. Download only a few files from a torrent
2. Wait for torrent to finish
3. Torrent will remain in the Download category

What is the expected output? What do you see instead?
When the files I've selected in the torrent are done, the torrent should be
considered done and seeding. Instead, even after the files I've selected
are done, the torrent remains in the 'Downloading' category.

What version of the product are you using? On what operating system?
ruTorrent SVN rev 515, rtorrent 0.85
OS: ArchLinux

Are some errors present in the web-server log?
No

Are some errors present in the browser console?
No
