Weather simulation is erratic and depends on player position.
e.g. if you stand on snow, then is snowing, if you move to grass - is raining.
If you run through a meadow with grass and snow, then the weather is constantly changing.
I would say, weather should be defined for bigger area and not for the exact player position.
