Missing `LICENSE` file #5

Top comment in translation updater references a LICENSE file which was left behind in the Minetest repo. This should probably just be the LGPLv2.1 license text as the comment implies.

To be precise, the license of the script on which this is based on is LGPLv2.1 or later. Don't forget the "or later". So this should also be put in the README.
