this is prety much a local issue, as; the Internet is as fast as the slowest link. I would suggest you to also check with your ISP, but I noticed you stated 'VPN'. Are you connected over a remote connection? If so, this might lead to geoip issues, or that DNS can not allocate a source closer to you.

Hm... on trying to reproduce this, to see if that work related VPN (which could cause DNS issues impacting IP geolocation) could have anything to do with it, as these things go it was now suddenly really fast even while still on that VPN:

The only thing that changed on my end is that I ended a video conferencing thing (Zoom) which was running before. But I've had this issue before though, so I doubt somewhat that was it. Perhaps a fluke at my ISP or on GitHub's side, but weird (and not the first time I struggle when updating minishift).
Let me close this issue - I'll re-open it with new comments if I have this problem again. (Or re-open it if you want to use this to create alternative DL anyway.)

Alternative download location might still be possible
This is the same to me, at least under linux. However, there is no problem if I try to download the same from windows. In this case the same downloads are blazing fast, on the same network. I tested this in my workplace and at home, both op. system in each location. Similar results: slow downloads on linux and fast downloads on windows.
These findings are unrelated to minishift, but your host OS. Please verify network settings, driver options and MTU.

Same here, since a couple of days. Everything I ever download recently is fast. Only Github is super slow...
This is not related to Minishift; the download is as fast as the slowest link. Please report your findings to GitHub as it seems there is an issue with their CDN or geo-ip to locate the most optimal download location.

Unfortunately this is not something we can change.
I'm unclear if this could just be a local issue with me (ISP, VPN, ...), but:
I'm in central Europe (Switzerland), no WiFi, Ethernet on a fiber giving me ~200 Mbit/s on some speedtest site, and usually do not have speed issues otherwise (developer who frequently downloads stuff; e.g. regularly keeping latest Fedora up to date, never any problems), but whenever I upgrade minishift to a new version it really struggles to DL the oc and ISO from GitHub releases...
It stops after a few percent, and I've tried 5 times, from minishift itself, via wget (248KB/s) and browser.
Perhaps you could consider to put ISOs on BinTray or some other place.
I'll open an issue with GitHub support as well, and report back here if they have anything useful to say.
