Adds a 'timeline' page to the handbook.

I'm seeing the same locally, however there's similar page formatting issues on other existing pages in my local implementation too (mostly on the homepage). I suspect it's not correctly pulling the moj design elements for some reason. I've not had time to debug those differences yet.

I'm pretty sure I just need to make sure the correct css stylesheets are included in the assets directory and include them in my HTML
