It would be good to put a bit more info on what languages / tools / APIs are the focus to get people interested :)

Available datasources (APIs etc) are a definite. I guess languages & tools could be anything?

It depends on the write up, being open ended is good for sure, but also having a bit of focus could bring better cross collaboration if your looking for that, most hackathons certainly just say use anything - however you could say web or desktop languages only or open source only - id quite like to attend a hackathon that focuses just on JavaScript to show how powerful it is now against the so called 'big boys' for example.
