allow to disable waveform caching for tracks longer than XX minutes #13377

Feature Description

In order to avoid getting into trouble wrt disk space, let's allow to disable

Let's add a checkbox and a threshold spinbox to Waveforms preferences

If caching is enabled, enable the threshold settings row, otherwise disable.
