Use newer version Jena library #260

We have been using Jena 2.5.6 (and associated libraries), which is now rather old and in fact has some serious bugs (for example see issue #259 ). As a general update, use a recent version in all MMISW modules (Ont, iserver, ORR).

Done. Now using the latest version of Jena at time of writing, 2.6.3.

I synchronized the version "1.9.8.alpha" to the modules:

MMI Ontology and Term URI Resolver. Version 1.9.8.alpha (20100629220424) MMISW IServer 1.9.8.alpha (20100629233131) MMI Portal 1.9.8.alpha (20100629235638)

Status: Fixed
