Unable to sign in #306

(thanks John T.H. for reporting this issue) What steps will reproduce the problem? 1. Try to sign in What is the expected output/behavior? be able to sign in as usual What do you see instead? An error msg: the element type "HR" must be terminated by the matching end-tag ""

Issue solved. No changes at all in the software. The issue arose from a failed initialization of the various underlaying components after a recent reboot of the machine. I fixed various file permissions (the general rule is that the tomcat user should own "everything"). The mmisw.org server is back in normal operations. Pending: make the initialization sequence robust.
