build and test portal version against orr-ont endpoint #361

This is a subtask of #283. The new version will help with the evaluation of alternatives for the backend system.

orr-ont is an alternative ontology/user backend system that have been in development for some time already (so far, on a best effort basis). A deployment of this new REST endpoint has been available at http://mmisw.org/orr-ont, whose underlying database is re-populated from the production system as needed. See the orr-ont wiki for a description of the motivation and envisioned improvements.

The new orr-portal development makes this entry not worth any further effort.
