The property ont.service.url in orrportal's runtime configuration ({template.}mmiorr.conf) is used both to indicate the Ont endpoint and as the prefix for creating self-resolvable ontology URIs (that is, for ontologies created with the vocabulary and mapping tools).
This task is about having a separate property for the latter use. Although the value will typically be the same for both properties, this separation will give more flexibility not only during initial use of the system upon installation, but for posible future changes where the "ont" service might not be directly associated with the prefix of self-hosted ontologies.
