Add gitignore for jetbrains IDE.
Fix CMake Deprecation Warning

CMake Deprecation Warning at CMakeLists.txt:17 (cmake_minimum_required): Compatibility with CMake < 2.8.12 will be removed from a future version of CMake. Update the VERSION argument value or use a ... suffix to tell CMake that the project does not need compatibility with older versions.

Add option to build static library

Although I didn't check the result enough, I will accept this request because it seems well. (Now, I don't have an appropriate PC for the development.) Since I am ordering a new PC, I will check the program after the new PC is set up. If there is a bug in the PR, please make another request for this topic.
