Create Dockerfile

Thanks @leogermani for submitting this PR. A few comments:

• In the Dockerfile we should try pinning to a specific version debian (i.e. don't point to debian:stable)
• The final docker image has 1GB, can we try something smaller? Maybe using one of the pythyon-slim or alpine images as base instead?
• Please edit README.md to include instructions explaining 1) reference to how to install docker 2) how to build the image 3) how to run it

This was a simple version, I know it can definetly be smaller. Ill try to work on this.
