Add Helm Chart MCP server

Overview

Helm Chart is a critical package manager for Kubernetes, and by providing MCP server support for Helm CLI, we're facilitating deeper integration of MCP into the Kubernetes ecosystem. This allows AI assistants to help users manage their Kubernetes applications more effectively.
