Requirement was brought up at the FMI Advisory Committee Meeting 5.11.2024 (https://github.com/modelica/fmi-design/blob/master/Meetings/2024/2024-11-05-FMI-Advisory-Committee/README.md) @neelkm : please provide requirements. Related to efficiency topics ---> #515, data exchange via CPU is inefficient
