Update allowed version in schemas (#41) #44

Closes #41. This updates both the text and schemas to allow both 1.0 and 2.0. For now retains the restriction to development versions of 2.0, to be changed later on.

Design Meeting 2024-10-25: Can be merged as-is, rules for use of 1.0 version number to be added to new subsection detailing version compatibility, to be created by @pmai as a separate PR.
