Ultimately we're finding ourselves creating near duplicate rules 99% of the time and having frustrated clients when we update one and not the other. Of course that's our fault, but it seems the use case for most other developers is to have combined rules.

I / We propose that the Create / Edit selection is changed from a drop down to a check box. Allowing both value to be selected as needed. Hopefully preserving current functionality as well.

I'd love to have this as well. Duplicating a rule from create to update (or the other way around) isn't that bad the first time, but making changes in both is time consuming, error-prone, and frustrating.

As an alternative implementation, just adding a "Create and Update" as an option (maybe even the default option for new rulesets) would meet the same need.
