I believe that this may be an issue overall with the new PHP 5.5 Opcache module. I've experienced various issues with this as well, relating to installation. Disabling this module during installation should resolve the issue.

Bug http://bugs.modx.com/issues/9037 seem to be related to opcache as well. I just updated it with two links to forum posts of mine describing similar problems.
