Gallio bombs due to missing Gallio.VisualStudio.Tip.Proxy.dll #324

This assembly is in the GAC.  It is not needed for normal operation.  The
only problem is that if the assembly cannot be found (say Gallio is copied
into the source tree) then Windsor blows up.

Need to work around this by checking plugin dependencies.
