It works over my WiFi connection.

When I turn off WiFi on the phone, the app gives me an external IP address,
e.g. 10.66.188.110:8080. I cannot ping this address. Is this a limitation of IP
technology over a mobile data connection? That you are not able to connect to a
mobile based server? Or should it be possible but there is a reason why it does
not work with this app?

I should mention that I have excellent mobile coverage in Australia and can
Video Skype with my laptop over a mobile connection. Really clear video and
audio. So in theory, an Android phone should be able to do the same.

10.xx.xx.xx is a private (non-routable) address space. I suspect that's the IP
internal to your mobile provider's network, which will be NATed to the public
internet. You'd probably need a dynamic DNS service to connect to your phone
over a mobile network.

So, nothing to do with this app, or Android - it's all to do with the way your
mobile provider configures their network.
