chore: warmup py cache #4463

What are the main changes you did:

install the python requirements into pip before starting the test, i hope that during the test run pip will hit the local cache during the test and be a lot faster

how to test:

see if the python script tests fail less often ? todo:
[ ] updated docs in case of new feature
[ ] added/updated tests
[ ] added/updated testplan to include a test for this fix, including ref to bug using # notation

no success so it seems :-(

yea disappointing, but not sure if this is the issue then, i think the test needs for output ( was @harmbrugge ) working on this are, is it already merged ?
