Choice of license #75

Most of the Monarch repos use the BSD-3 license; why was this one changed to MIT? @kltm wrote:

I think that BSD 3-clause should be preferred: it's much clearer, has more safety built in, and has a specific anti-endorsement clause, which is something that has specifically come up when people have had about concerns in licensing in the past.

From the initial commit in the merged ui/backend repository, the code has been licensed under the BSD-3 license. However, it would probably be good to add that license to both frontend/package.json and backend/pyproject.toml.
