Needs to be clearer that BOMS are not meant to be updated continously #161

I have this requirement for two reasons:

  1. Force students to finish designs before buying anything.
  2. Reduce the time we have to spend on reviewing BOMs.

It is possible that I should relax this, but not sure. We can also think about a better way to codify it.

Idea of having them submit and engineering change order that makes it a bit difficult to update the BOM constantly. Maybe a time consequence. Or have a set # of change orders.

Let's do the change order and we could even only allow them at specific times to prevent change orders every week.

Change order is implemented and seems to be working!
